A call is open to award one research grant to develop research activities within the I&D Project ?InfraCrit ? Desenvolvimento de um Sistema de previsão e gestão de infraestruturas?, POCI-01-0247-FEDER-039555, financed by FEDER through Operational Competitiveness and Internationalization Program (POCI), in the following conditions:

Recipients: PhD students in the University of Minho (the registration can be executed simultaneously with the grant award).

The applicants to the scientific research grant (BI) should, preferentially, accomplish the following requisites:

• Master in Civil Engineering or related (compulsory requisite). The candidates should have, preferentially, an average final classification equal or greater than 14 out of 20. For the evaluation of the final average classification of the candidates with Bachelor plus Master, it will be attributed a weight of 60% to the final classification in the Bachelor and 40% to the final classification in the Master;
  

• Experience of research and/or competences on risk analysis;

• Experience of research and/or competences on the domain of prediction models for infrastructures and structural analysis.
  

• Fluent in written and spoken English.

If the academic degree has been awarded by a foreign higher education institution, it should obey the Decree-Law 66/2018, of 16 August and Ordinance n.º 33/2019, of 25 January.

Documents proving the ownership of academic degrees and diplomas, or the respective recognition when they have been awarded by foreign higher education institutions, can be dispensed in the application phase, being replaced by the candidate’s declaration of honor, occurring the verification of this condition only in contracting phase of the scholarship. This declaration must attest facts occurred in date prior to the application. In situations of divergence between the information contained in the declaration and the documentation delivered for the purpose of contracting the scholarship, only the information contained in the latter will be considered. If it is found that the documents proving the ownership of the academic degree and diploma, or the respective recognition under the terms of Decree-Law No. 66/2018, of 16 August, do not correspond to the classifications attributed in the evaluation of the academic path and may, consequently, changing the candidate’s ranking, the scholarship will be not contracted.

Note: Candidates with foreigner academic degrees must submit a recognition of their academic degree in Portugal with a convergence of the final grade to the Portuguese scale, or a declaration of honor (described in the previous point). To the candidates that do not provide these documents, the selection committee will assign a grade of 0 (zero) to the sub-criterion a).

Eligibility of the candidates: The applicants must meet the eligibility conditions indicated in the article 9th of Regulation of the research grants of the Portuguese Foundation for Science and Technology I.P (2019)

Work plan: Based on the selection of critical infrastructures and gathering of a database, it is planned to develop and validate different prediction models to be implemented in a GIS system. The models will be validated with case studies.

The work plan is divided in three main tasks:

1. Support on the digital system architecture;

2. Elaboration and validation of critical infrastructure risk prediction models;

4. Preparation of technical and scientific reports.

Applicable legislation and regulations: Law Nº. 40/2004, of 18 August (status of the scientific researcher fellow), in the current wording published by Decree-Law No. 123/2019 of 28 August; Regulation of the research grants of the Portuguese Foundation for Science and Technology (http://www.fct.pt/apoios/bolsas/regulamento.phtml.pt); ?Regulamento de Bolsas da Universidade do Minho?, published at ?Diário República n.º 119/2020, Série II de 2020-06-22?.

Host institution and scientific supervision: The research work will be developed at the School of Engineering of University of Minho (ISISE ? Institute for Sustainability and Innovation in Structural Engineering), under the scientific supervision of Professors José António Silva Carvalho Campos e Matos.

Duration of the Grant: The grant will have the duration of 11 months, perspective of beginning in May of 2021.

Monthly value of the grant: The value of the grant corresponds to ?1104,64, according to the pay scale for the grants funded directly by FCT, I.P. in Portugal (Appendix I – Table of monthly maintenance allowances of the FCT I.P. Research Scholarship Regulation. Other benefits: Voluntary Social Security reimbursement, corresponding to the 1st level of the contributory tax base (for scholarships lasting 6 months or more) and Personal Accident Insurance.

Composition of the selection Jury: Professor José Campos e Matos (president), Prof. Daniel Oliveira (effective member); Doctor Elisabete Rodrigues (effective member); Hélder Manuel da Silva e Sousa (substitute member).

In the event that the President of the Jury is unable to attend, he will be replaced by the first effective member, and the substitute member will be appointed to replace the effective member.

Criteria and procedures for the evaluation and selection: The evaluation of applications will focus on the candidate’s Merit, by applying the following evaluation criteria, valued on a scale of 1 to 5 values (or another scale):

a) Final classification obtained in the master (or weighting between Master and previous degree, if it is not an integrated study cycle: 60% for the Master and 40% for the Bachelor);

b) demonstration of previous formation in the in the area of asset management and maintenance systems (in the Master/Bachelor or in complementary situations);

c) professional and/or Academic experience on the Long-term effects of concrete, concrete degradation, numerical modelling;

d) publications in journals and conferences;
e) proficiency in both written and spoken English (preferably with proof of training).

The final ordering will be obtained through the following formula:

CM=(a*0,2)+(b*0,2)+(c*0,2) +(d*0,2) +(e*0,2)

In the event that none of the candidates for the competition has the appropriate profile for the execution of the work plan, the Jury reserves the right to close the competition without any recruitment.

Dissemination of results: The evaluation results, based on minutes, will be sent to candidates by e-mail, within 90 working days after the deadline for submission of applications.

If the result is unfavorable for the applicant, he(she) has a period of 10 working days to comment, if he(she) wish, in the context of a prior hearing with interested parties, under the terms of article 121 and 122 of the Administrative Procedure Code (DL nº 4 / 2015 of January 7).

Complaint and appeal procedures: The final results of the evaluation will be published through an ordered list (alphabetically, according to the final grade obtained), posted in a visible and public place of the hosting institution, as well as by e-mail to all applicants, attaching, for this purpose, the minutes with the deliberations of the jury.

The selected applicant must indicate, in writing, the intention to accept the grant. In case of non-acceptance, the grant will be awarded to the candidate in order of final ranking.

The final decision can be contested, having 15 working days for this purpose, by sending to the President of the jury the corresponding claim. Interested parties may also submit an optional hierarchical appeal, addressed to Mr. Pro-Rector for Research and Projects, Professor Doctor Filipe Vaz.

Application deadline and form of submission of applications: The competition is open from 12 of April 2021 to 23 of April of 2021. Applications must be formalized by sending an application letter accompanied by the following documents: curriculum vitae; certificate of qualification or declaration of the candidate; document proving enrollment in PhD (if applicable at the date of application); letter of interest), other documents that the candidates think is important for its CV evaluation.
