Governance Officer Full-time

The Compliance Function is a second level control function at the BNP Paribas Group. It is integrated hierarchically and includes all compliance teams of the BNP Paribas Group. The Compliance function gives a reasonable assurance to senior management that all compliance risks (regulatory sanctions or loss to reputation a bank may suffer as a result of its failure to comply with applicable laws) are adequately monitored, controlled and mitigated. It also ensures that the Group respects not only external laws and regulations, but also internal ones, given that these are continuously evolving.


ROLE AND RESPONSIBILITIES


The Governance Officer intervenes in transversal organisational and governance projects:


  • within the Function, to steer the definition of cross-Compliance frameworks (e.g. Compliance due diligence on investment and divestment projects)


  • in partnership with the Business and other Group functions, to incorporate Compliance more effectively in existing processes (e.g. Compliance in the Credit Process with RISK and the Businesses


It is also responsible for the design and maintenance of certain frameworks that support the Group?s oversight over compliance matters, such as:


  • the Head of Territory set-up (applying to the Business Head of countries within the Group)


  • the validation framework (TAC/NAC, i.e. validation process of new products/services or exceptional transactions) in collaboration with RISK


  • the Decision Process of the Compliance function in response to any Business?s requests;


  • the Compliance procedures management framework


  • the Perimeter framework which defines why on how regulatory provisions should apply within the Group


  • preparation of support materials to facilitate the practical implementation of Governance Office frameworks into day-to-day activities e.g. templates, implementation tracking


  • preparation of support materials for committee meetings e.g. presentation slides, status reports, milestone and activity reporting;


  • preparation of regular (quarterly/monthly/weekly) reporting for ?business as usual? activities e.g. progress reports, team meetings, activity reporting, dashboard production


This person supports the Head of the Governance Office and other senior members of the Governance Office in:


  • ?change and transformation? activities: act as junior project manager from conceptualisation to implementation of a new framework/process/tool? This could also apply when improving existing framework/process/tool (continuous improvement)


  • ?business as usual? activities: these relate principally to the management of Compliance procedures, the Compliance decision process and the Head of Territory set-up to carry out monitoring/reporting activities or controls campaigns, but may also involve other ad hoc requirements e.g. ad hoc analysis, preparation of reports and agendas for permanent control or regulatory reviews or inspections, workshops preparation


PROFILE


  • Domain of expertise: project management


  • Fluency in spoken and written English (mandatory)


  • Fluency in French being a plus


  • General knowledge (or ability to learn quickly) about the Finance industry, the regulatory framework and the Bank (its organisation, products, clients?)


  • General knowledge (or ability to learn quickly) about Compliance issues and challenges


  • Ability to prepare clear and accurate support documentation adapted to the needs of different audiences (eg senior management, Compliance officers)


  • Ability to tackle topics either from a ?high level? perspective and/or in a very detailed manner


  • Ability to learn quickly, to grasp / ?extract? the essence of a topic/issue, give it structure


  • Advanced proficiency in Powerpoint (ability to produce and use templates, to produce impactful presentations with appropriate graphics, visual elements)


  • Advanced proficiency in Excel (pivot tables, graphs/charts, developer functions, macros, data import/export, etc)


  • Advanced proficiency in Word (complex documents, production of templates, insertion of tables and graphics, management of tables of contents, headers/footers/footnotes, tracking changes, version control, etc)
