Polytechnic Institute of Bragança Warning By order of the President of the Polytechnic Institute of Bragança, using his own competence, under the terms of paragraph d) of paragraph 1 of art . 92 of Law no. 62/2007, of September 10 and in paragraph d) of no. 1 of art . 27 of the IPB Statutes, approved by Normative Order No. 62/2008, published in Diário da República, 2nd Series, No. 236, of December 5, it was decided to open an international selection contest, of 1 ( a) place of doctorate (a), in Chemical Engineering or the like, with experience and research in the valorization of bio – waste resulting from industrial exploration, development of new products of natural base, synthesis and characterization of polymeric materials, preferably materials obtained from renewable sources, functional materials (eg antimicrobials and biocides), under a work contract in public functions for a fixed term for a period of 3 years, renewable under the terms of the law, with a view to developing research activities within the scope of the project “ OleaChain : Skills for sustainability and innovation in the traditional olive grove value chain in the North Interior of Portugal” within the scope of the Operation to hire highly qualified human resources, Application code NORTE-06-3559- FSE-000188. Applicable legislation: Decree-Law No. 57/2016, of 29 August, as amended by Law No. 57/2017, of 19 July, which approves a regime for hiring doctorates, designed to stimulate scientific and technological employment in all areas of knowledge (RJEC); Regulatory Decree No. 11-A / 2017, of 29 December; General Law of Labor in Public Functions (LTFP), approved in annex to Law No. 35/2014, of 20 June, in its current wording. Under Article 16 of Decree-Law No. 57/2016 of 29 August, in the wording given by Law 57/2017, of July 19, this procedure tender is released from the commitment of members of the Government responsible for the areas of finance and Public Administration, namely that referred to in paragraph 3 of article 7 of the LTFP, of obtaining the prior favorable opinion of the members of Government responsible for the areas of finance and Public Administration, referred to in paragraph 5 of article 30 of the LTFP and the procedure for recruiting workers in a situation of requalification, referred to in article 265 of the LTFP. In accordance with article 13 of the RJEC, the competition jury has the following composition: President: José Alberto Cardoso Pereira, Principal Coordinating Professor at the Polytechnic Institute of Bragança; Effective member: Maria Filomena Filipe Barreiro, Coordinating Professor at the Polytechnic Institute of Bragança; Effective member: Simão Pedro de Almeida Pinho, Coordinating Professor at the Polytechnic Institute of Bragança; Substitute member: Hélder Teixeira Gomes, Coordinating Professor at the Polytechnic Institute of Bragança. Substitute member: Maria Olga de Amorim and Sá Ferreira, Adjunct Professor at the Polytechnic Institute of Bragança. The workplace is located at the Polytechnic Institute of Bragança (Mountain Research Center). Gross monthly remuneration: (euro) 2134.73, corresponding to level 33 of the single remuneration table, approved by Administrative Rule no. 1553-C / 2008, of 31 December. The competition can be opponents (the ) candidate (the) national, foreign (as) and stateless persons who are a PhD degree holders (a) the scientific areas referred to above, and holders (as) a scientific and professional curriculum showing a profile appropriate to the activity to be developed. Opponents of the competition who hold a doctoral degree obtained abroad must prove their recognition under the terms of Decree-Law No. 66/2018, of 16 August, or add proof that they have requested it, without prejudice to, at the moment of contracting, such recognition has been officially granted, under penalty of exclusion. General requirements for admission to the competition are those defined in article 17 of the LTFP and the special requirements are those defined in the previous point. This procedure falls within the scope of the Operation for hiring highly qualified human resources, Application Code NORTE-06-3559-FSE-000188, resulting from the complementary declaration to the Application Terms and Conditions that “The workers to hire cannot have employment relationship with the beneficiary entity, or its associated entities, during the 12 months prior to the application date “. Under the terms of article 5 of the RJEC, the selection is made through the evaluation of the scientific and curricular path of the candidates, indicating the profile to which they are applying and writing the curriculum vitae according to the model provided for in Annex A of this notice. The evaluation of the scientific and curricular path focuses on relevance, quality and timeliness: a) The scientific and technological production of the last five years considered most relevant by the candidate; b) Applied or practice-based research activities carried out in the past five years and considered to have the greatest impact by the candidate; c) The activities of extension and dissemination of knowledge developed in the last five years, namely in the context of the promotion of culture and scientific practices, considered most relevant by the candidate; d) Activities in the management of science, technology and innovation programs, or experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad. The assessment referred to in the previous point aims to value experience in process and product engineering. The five-year period referred to in the previous number may be extended by the jury, at the request of the candidate, when based on suspension of scientific activity for socially protected reasons, namely, for reasons of parental leave , prolonged serious illness, and other legally protected situations of unavailability for work. The following criteria must be considered and weighted: C1) Integrated assessment of the candidate’s scientific production in the last five years, starting from a global view of the merit of his scientific and curricular path, namely the coherence and quality of the CV; the diversity of quality scientific indicators including books and book chapters, articles in relevant magazines in the area; publishing publications; scientific guidance experience; international internships; awards, grants and distinctions; participation in relevant juries and experience, specifically in the respective scientific area. C2) Evaluation of applied research activities, or based on practice, developed in the last five years and considered of greatest impact by the candidate, as well as activities of extension and dissemination of knowledge, namely coordination or participation in applied research projects, or based on in practice; technology transfer actions; patents; organization of scientific events; participation with communications in events of a scientific nature; participation in science dissemination and dissemination activities; and participation in projects by national and international scientific, professional, social or cultural organizations of interest to the CIMO mission. C3) Candidates in the top 10 positions will be interviewed. The weight of each of the defined sub-criteria will be as follows: C1) 50% C2) 40% C3) 10% The final classification (CF) will be determined by the following formula: CF = 0.5 * C1 + 0.4 * C2 + 0.1 * C3 The system of final classification of candidates is expressed on a scale of 0 to 20 values, considering the valuation up to hundredths. Candidates who score less than 9.5 in one of the methods, or who miss the interview when applicable, are excluded from the procedure. The jury deliberates by means of a nominal vote based on the selection criteria adopted and disclosed, with no abstentions. Minutes are drawn up of the jury meetings, which contain a summary of what happened at them, as well as the votes cast by each of the members and the respective grounds, and are provided to candidates whenever requested. After completing the application of the selection criteria, the jury proceeds to draw up the ordered list of successful candidates with the respective classification. The final decision of the jury is approved by the top manager of the institution, who is also responsible for deciding on hiring. Formalization of applications: 20.1 Applications are formalized by means of a request addressed to the President of the Polytechnic Institute of Bragança, containing the identification of this notice and respective reference, full name, number and date of the identity card / Citizen Card / civil identification number, number of tax identification, date and place of birth, marital status, profession, residence and contact address, including email address and telephone contact. 20.2 The application is accompanied by documents proving the conditions provided for in points 7 and 8 for admission to this competition, namely: a) Copy of certificate or diploma; b) PhD thesis; c) Detailed curriculum vitae , structured according to the items in annex A; d) Other relevant documents for the evaluation of the qualification in a related scientific area; e) If you live more than 300 km from Bragança, and if you wish, the candidate may request the possibility of conducting the interview by teleconference. f) Other documents. 20.3 Candidates submit their applications and supporting documents, preferably in digital format, in PDF format, to the email address [email protected], in person at the Office Section, IPB Central Services Building, located at to the Santa Apolónia Campus, 5300-253 Bragança, during office hours, or by post to the same address. When sent by post, the mail must be registered, with acknowledgment of receipt, sent until the last day of the deadline for the opening of the competition, which is fixed at 10 working days after publication of this Notice. Candidates who incorrectly formalize their application or who do not prove the requirements required in this competition are excluded from admission to the competition. The jury has the power to require any candidate, in case of doubt, to present supporting documents for their statements. False statements made by candidates will be punished under the law. The list of admitted and excluded candidates as well as the final ranking list are posted at the IPB Central Services Building, located at the Santa Apolónia Campus, 5300-253 Bragança, publicized on the IPB website, and candidates are notified by e- mail with receipt of delivery of the notification. Prior Hearing and deadline for the Final Decision: according to article 121 of the Code of Administrative Procedure, after being notified, candidates have 10 working days to comment. Within a period of up to 90 days, counted from the deadline for the submission of applications, the jury’s final decisions are rendered. The present competition is exclusively intended to fill the indicated vacancies, and may be terminated until the approval of the final ranking list of candidates and expires with the respective occupation of the jobs on offer.
